HotFix 16.1.3_16.06.2017 not running

Anyone having a problem installing the latest hotfix that was released today? I run it, get the prompt to continue (click yes), and then I see the powershell window appear for a second and thats it. I get the same results with the may hotfix release too.
Our AV client was stepping on the scripts.
