Distribution Command - Unspecified Error

We recently updated to V20 for Empirum and since then we have seen a problem with setting the distribution command on the software package (install/update/hide for example). We saw this issue on a couple of systems under the 19.0.2 version but dismissed it as a specific system issue but now with V20 all systems with EMC installed see this. On the up side only two people at this time are setting distribution commands but creating any new ones is not possible with this bug.
Is there a pre-requisite for a particular version of .NET or C++ redistributable that is needed and can not be installed alongside any other versions such as the C++ installations? I have tried .NET 4.7.2 as well as 4.8 with no success.
