Action Bar - Assets

Does anyone know which permission set/Role manages the ability to see the "Complete Inventory" action bar item within the Asset section of Service Management? We have an account with the IT Asset Management Role assigned and this account manage most everything in the Asset Section of Service Management but in the action bar, when a computer is selected, the "Complete Inventory" option is not available, See attached for example of the action bar with the option.

I figured I would post here to see if I can save me some time from sifting thru the account roles.
